naturally aspirated? boosted? nitrous injected? in stock trim?
the ls7 is an all aluminum dry sump race engine @ 7.0L essentially with a pump gas friendly high compression ratio, and a pushrod engine still.

more cubes so no. If both are NA motors the larger motor will always win, if both can rev to the same RPM the larger cube motor will ingest more air and therefore make more power. Now if you have a stock LS7 and a high reving, high compression 5.4 destroked to run 9k-10k rpm then technically it will ingest close to the amount that the stock LS7. That however would not be fair.
The only comparision that would be fair is stock to stock NA, and the 5.4 will never be in the same class for power as the LS7.
Boost is also something that wouldnt be a proper comparision because boost is just a measurement, of resistance/ air the motor cant ingest. 5lbs on a 5.4 is different than 5lbs on the LS7. The LS7 flows more air so 5lbs will make more power than 5lbs on a 5.4.
Now with that said the modular motor will have less valvetrain parisitic loss. This however will not make up for the displacement difference. The old saying there is no replacement for displacement is true in an even world. If both motors are boosted, with the same amount of air the larger motor will always make more power.
