okay. well the mechanic i talked to said that MIL eliminators only dismissed the lights from the dash, did not get rid of the problem

mil eliminator purpose is to like it says eliminate the 02 sensor trust you will have no problems

It won't replace the cats, it just tricks the ECU into thinking the cats are there and working properly. On your car when you go in for emissions, they don't do a sniff test, they plug into your OBD-II port and scan your ECU. Since the MIL eliminators are there you computer thinks everything is fine, so it doesn't throw a code and you pass with no problems.

By the way, after all this, you realize your car will prob sound better with the cats on it? Sometimes catted pipes still throw codes, so you need the mil eliminators anyway, so how about leaving your mid pipe alone and just get the mils.
