Fender Finisher Empty Fender Finisher

So I was told that the reason why my tires are getting chewed up is because when the shock compress my fenders cut into it. I was told to fix the problem I should get a fender roller. I found this tool which I can get on E-bay for about 50.00 Shipped. Fender Finisher 10498

Anyone have any idea about this fender stuff? Fender Finisher 40218
